We are pleased to announce that Members now have access to the latest iteration of the Facilities Services Framework (EFM3141 NW). This framework is the amalgamation of several frameworks together;

  • Gas Equipment Maintenance & Repair Services
  • Portable Appliance Testing (PAT)
  • Fixed Wire Testing (FWT)

The agreement runs from the 1st May 2024 until the 30th April 2026 with the option to extend for two further one year periods until the 30th April 2028.

The framework is open to all Members of NWUPC, APUC, CPC, HEPCW, LUPC, NEUPC, and SUPC.

Scope of Framework:

The Facilities Services Framework has been established for the provision of the following services through 7 Lots:

Lot 1 Gas Equipment Maintenance & Repair Services Domestic and Non Domestic Equipment up to 500 kw rated Input (North West) *

Lot 2 Gas Equipment Maintenance & Repair Services Non Domestic Equipment greater than 500kw rated input (North West) *

Lot 3 Portable Appliance Testing – (England and Wales)

Lot 4 Portable Appliance Testing – (Scotland)

Lot 5 Portable Appliance Testing – (Northern Ireland)

Lot 6 Fixed Wire Testing (England, Northern Ireland and Wales)

Lot 7 Fixed Wire Testing (Scotland)

*Please note that only members of NWUPC will be able to access Lots 1 and 2.

This Framework Agreement allows you to buy through:

  • Direct Award
  • Desktop Exercise
  • Mini-Competition

The benefits of using this Framework Agreement are:

  • More advantageous pricing based on economies of scale from aggregated spend.
  • Savings can be base lined by comparing prices with the prices you previously paid.
  • A single exercise to establish the overarching agreement and establish the Terms and Conditions of the Framework.
  • Reduced administrative effort and associated cost savings.
  • The development of a longer term relationship with suppliers which is mutually beneficial.
  • You have the ability to call off from the agreement as and when required rather than needing to undertake a full tender process.
  • The Framework allows for the flexibility to determine specific requirements at the call off stage.
  • Framework Agreements support longer term business planning as they span a period of typically four years and allow some stability from market fluctuations.
  • NWUPC and your Consortium will provide contract management support to you should you experience any issues with suppliers and will act in your best interests.
