We are pleased to announce the launch of the new Recruitment Services framework. This new framework replaces the Temporary and Permanent Recruitment (TAP) Framework, providing a compliant and responsible route for universities to hire temporary and permanent staff.
This agreement offers a cost-effective procurement option with access to 67 suppliers, all with extensive experience in the recruitment sector. It will run for a 2-year period from 1 October 2025 with a permissible extension through to 30 September 2029 if invoked.
The agreement is open to APUC, HEPCW, LUPC, NEUPC, NWUPC and SUPC.
What are the main changes from the previous agreement?
- New Recruitment Framework – A new framework for Recruitment Services, which was formerly known as Temporary and Permanent (TAP). A re-designed framework to ensure that Members receive the best possible service and to meet their individual requirements.
- Updated Specification – To ensure all necessary roles that are required by members can be procured through this framework, such as the additions of Academic Services and Medical/Veterinary roles.
- Greater Focus around SRM – A greater focus around SRM with an emphasis on strategic partnerships more than transactional supplier relationships to enable a greater offering and cost savings to member institutions.
- Regional Sub-Lotting – Aimed to improve service quality, responsiveness, and value for money. By dividing the framework into regional lots, Members benefit from suppliers who are closer to their campuses, more familiar with the local market, and better positioned to build strong, ongoing relationships.
- Temporary and Permanent Recruitment Separated – Separating temporary and permanent recruitment into individual lots provides greater clarity, control, and value for participating institutions. These two areas of recruitment have distinct requirements, supplier bases, and delivery models, and managing them separately ensures Members receive the most effective service for each.
What are the benefits of using the Recruitment Services framework?
- Procurement Efficiency – Reduces time and administrative costs associated with repeatedly negotiating contracts. Once the framework is in place, individual orders (call-offs) can be made quickly under pre-agreed terms.
- Improved SRM – Encourages long-term collaboration, which can lead to better service, innovation, and problem-solving. Strategic partnerships are being emphasised more than transactional supplier relationships .
- Agreed Pricing – Pre-negotiated pricing or discount structures can lead to cost savings and easier budgeting.
- Better Compliance – Centralised agreements allow for better control over legal, ethical, and quality standards across multiple purchases.
- Supplier Down Selector Tool – Enabling members to easily identify which suppliers can provide the necessary services to their institution.
- New Call off Contract for Institutions to use as template for contracting with suppliers.

How has sustainability, equality and diversity been considered as part of the tender?
Sustainability is of key concern to the HE sector and our suppliers are encouraged to operate and promote sustainable practices. Suppliers were evaluated in terms of their approach to:
- carbon reduction achievement and reporting
- commitments to delivering social value including community and voluntary schemes supported
- ensuring their supply chains are in accordance with the Ethical Trading Initiative Base Code.
