The Cabinet Office (CO) has created a toolkit of documents and guidelines which support both the Public Contracts Regulations 2015 (PCR) and the Procurement Act 2023 (PA23).

It includes Procurement Policy Notes (PPNs), commercial Playbooks and a suite of standard procurement templates; aligned to commercial stages across the end-to-end procurement lifecycle.
