Best practice
Some of our members have identified themselves as organisations that fall outside the public contracts’ regulations. Generally, this follows an assessment of the income derived by the member and whether it is considered as less than 50% received from public funds.
Whether members are subject to public contract regulations or not we would recommend that they follow best practice procurement to ensure that they attain value for money contracts which are delivered to a high level of quality and standards of service.
Non-regulated Procurement Templates
LUPC has provided a suite of templates to help our members to maintain best practice when they are undertaking their procurements.
Invitation to tender (not PCR regulations) (June 2024)
Supplier Questionnaire (not PCR regulations) (June 2024)
Notification (unsuccessful bidder) (not PCR regulations) (June 2024)
Award letter (not PCR regulations) (June 2024)
Members need to be aware that some research grants or funding programmes require compliance to the public contracts regulations. We would recommend that any terms of funding are checked carefully. PCR 2015 regulated processes should be maintained for these instances.
