Criteria and Tender Evaluation Training

This half-day course is designed to provide delegates with a practical approach to Tender Evaluation and is delivered by the Achilles Academy. Delegates will take away an understanding of the application of Conditions of Participation and Award Criteria and their impact on the tender evaluation. Delegates will undertake practical exercises involving scoring exercises and development of model answers.
The course will also address the role of Procurement in the facilitation of the evaluation process and the role and responsibilities of the evaluation panel members. The course will address the hidden risks of tender evaluation and the consequences of flawed assessments.
Who is the course for?
This course is intended for Procurement Practitioners, Contract Managers and Operational Stakeholders, who need to understand the legal requirements relating to Conditions of Participation and Award Criteria to build and conduct a robust Tender Evaluation. Everyone involved in the procurement process is impacted by the criteria that are applied at each stage. This course is suitable not only for those new to Procurement but also those who need to update their knowledge of the rules under the Procurement Act 2023 and the supporting Procurement Regulation 2024.
Course Content

- Discuss the sources of law and Procurement Objectives.
- Define the difference between conditions of participation and award criteria.
- Discuss award criteria and Most Advantageous Tender (MAT)
- Exercise 1: Differentiate between Conditions of Participation v Award criteria
- Discuss the roles and responsibilities of the evaluation panel.
- Examine some evaluation methodologies.
- Exercise 2: Develop model answers.
- Discuss commenting and recording during the evaluation/ moderation process.
- Exercise 3. Scoring and evaluation
- Exercise 4. Restrictive Qualitative Criteria
- Examine Key Case Law and lessons learned.
- Exercise 5. Tenders priced at zero.
- Exercise 6. Word count.
- Exercise 7. Pass/Fail questions.

Learning Outcomes
At the end of the course delegates will have a greater understanding of the fundamental differences between the Participation and Award stages and how to conduct a compliant Tender Evaluation.
This training course is limited to 40 places, dependent on numbers we may need to limit attendance to a maximum of two per member organisation.
