LUPC members can now access the Estates and Facilities Management Services (EFM5059 LU) framework agreement. Additionally, SUPC members within the London and Southeast (Kent, East Sussex, West Sussex, Surrey, Hampshire, Berkshire, Oxfordshire, Buckinghamshire, Hertfordshire, Bedfordshire, and Essex) can use the agreement by becoming an Associate Member of LUPC at no charge.

The agreement went live on 8th November 2021 and will run for three years with an optional 12-month extension to 7th November 2025. It covers the provision of estates maintenance and minor works, security services (guarding and reception) and cleaning services.

What’s New?

This agreement replaces the previous three separate agreements: Estates maintenance and minor works (EFM5029 LU); Security services (guarding & reception) (SEC5038 LU) and Cleaning services (JAN5034 LU). 

  • The main changes from the previous agreements include:
  • One lot to cover any value of security services. 
  • One lot to cover all areas of cleaning services (including residential and non-residential) and associated support services.
  • Introduction of a combined lot to allow delivery of all three services (or a combination of) through a single contractor. 
  • The removal of the water management services lot. APUC’s Water Quality Management - EFM1044 AP national framework agreement is available to cover these services. 

By using the agreement, members will benefit from:

  • An easy and compliant route to market for participating organisations.
  • Ceiling prices that can be further reduced by competition at call-off.
  • NEC4 call-off terms and conditions which use plain English making them more user friendly and easier to understand, enabling collaboration between parties, and minimising chances of formal disputes occurrence. The new NEC4 Facilities Management Contract (FMC) used for service Lots (1a, 1b, 2, 3 and 4) bring a closer alignment to the FM market. 
  • A wider choice of suppliers to allow for improved competition.
  • User guides, support, and templates.

How do I call-off from the framework agreement? 

Call-off from this framework agreement is by means of further competition.

All call off orders from this framework MUST quote the framework reference EFM5059 LU. Members will determine the correct Lot to use when placing a call-off contract from the Framework Agreement by assessing their requirement against the available Lots.

How has sustainability, equality and diversity been considered as part of the tender?

  • All organisations on this framework have an environmental policy in place and/or have attained a certificate of compliance with BS EN ISO 14001. 
  • All bidders were required to respond to the standard selection question with regards to confirming whether they are relevant organisation as defined by section 54 of the modern slavery act. Consideration has been given to the level of risk associated with the supply to this category, in particular cleaning and security. LUPC will work with the suppliers, who are not currently defined as relevant organisations, to develop a modern slavery act statement.
  • All organisations on this framework have signed up to compliance with the Sustain Supply Chain Code of Conduct.
  • Responsible procurement carried a weighting within the tender of 15%, covering fair work practices, local employment opportunities, promotion of equality and diversity, reduction of environmental impact and approach to modern slavery.
  • Questions were drafted based on the Sustainable Development Goals.
