LUPC is pleased to announce the award of a new Framework Agreement for the Provision of Library General Supplies. It runs for three years from 1 October 2010 to 30 September 2013, with an option to extend for a further twelve months. It is open to LUPC Members and also to the members of the other university consortia, SUPC, NWUPC, NEUPC, APUC and HEPCW.
The new Agreement is divided into five lots, covering general supplies, security products, archival boxes and folders, archival supplies and library furniture and display.
As a result of a competitive tender process, supported by library representatives from Kingston University, London School of Economics, London South Bank University, University of East London and the University of the Arts, four suppliers have been appointed to the Framework.

Benefits of using the Agreement:
- Highly competitive pricing, with improved discounts on the previous LUPC arrangement and further benefits available when Framework spend hits a certain level
- An OJEU-compliant route through which LUPC Members can purchase general library supplies
- Easy-to-use supplier websites and paper catalogues for choosing products
- No minimum order level on all products (excluding archival boxes and folders)
- A large range of general library products, based on a list drawn up by library and archival professionals across the LUPC and other university consortia membership.
How to access this Agreement:
As there is a single supplier for Lots 1, 3, 4 and 5, Members may go direct to the relevant supplier for purchases in these lots, quoting the LUPC Framework reference (LUPC2010/LGS) to ensure access to the new pricing. In Lot 2, for security products, there are three suppliers and Members may either award directly using the ‘cascade’ approach or undertake a mini-competition. Using the ‘cascade’ approach, Members should initially go to the first-ranked supplier for their order (i.e. Gresswell), and if they are unable to meet the requirement, they may then go to the second-ranked supplier, and afterwards the third-ranked.
A detailed explanation on each of these approaches, along with further information on the suppliers and their Framework pricing, is provided in the Buyer’s Guide, now available on CUPID.
