What is English National Procurement (ENP)?

LUPC is a member of English National Procurement (ENP). ENP brings together regional purchasing consortia and specialist higher education buying organisations to share developmental projects that will enable closer collaboration while reducing overall costs. ENP sees itself as the sector representative body for collaborative procurement activities. 

ENP is now working with partners across the UK to support the sector achieve the Diamond Report’s target of 30% of non-pay spend through collaborative procurement.  To assist with this, ENP is in the process of establishing a baseline, timescale and methods of measurement and evaluation. 

ENP Membership

ENP is made up of the chairs and heads of the four English regional purchasing consortia. In addition to LUPC, these include:

North Eastern Universities Purchasing Consortium (NEUPC)

North Western Universities Purchasing Consortium (NWUPC)

Southern Universities Purchasing Consortium (SUPC)

In addition, the following consortia chairs and heads are also invited guests on ENP:

Higher Education Purchasing Consortium Wales (HEPCW)

Advanced Procurement for Universities and Colleges (APUC) in Scotland

ENP’s membership also includes the other English-based specialist purchasing bodies:

The Energy Consortium (TEC)

TUCO Purchasing, the catering purchasing consortium.

Representatives from several other sector bodies are also involved, including:

The regional purchasing consortia therefore have links to all the specialist national working parties.
